What we do in Bedford

Bedfordshire made bricks on a scale that's difficult to picture now. By 1936 the Stewartby works was recognised as the largest brickworks in the world, employing 2,000 people and producing 500 million bricks a year, with 167 chimneys across the London Brick Company's Bedfordshire sites.

The post-war rebuilding programme sent demand higher still, and brick sales peaked in 1967. Finding people to do the work was the hard part — so the company recruited abroad. Around 7,500 Italians settled in the borough during the 1950s and 60s, many working at the brickworks, and Bedford today is home to roughly 14,000 of their descendants.

All those people needed housing, and it was built through the fifties, sixties and seventies — precisely the window when asbestos insulating board, asbestos cement, textured coatings, vinyl floor tiles and pipe lagging were standard specification rather than exceptional.

The pattern repeats right across the borough. Stewartby itself was built as a model village from 1926 to house the workforce, and it's now largely a conservation area. Elsewhere, wave after wave of expansion housing went up to absorb a workforce that kept arriving. If your Bedford property dates from that period, asbestos-containing materials are a realistic possibility — not a certainty, and not necessarily a problem, but something worth knowing about before anyone starts work.

Converted flats: Bedford's specific issue

Here's the thing that makes Bedford genuinely different from other towns we cover.

A very large share of Bedford's licensed HMO stock consists of Section 257 HMOs — buildings converted into self-contained flats before modern building regulations, where the conversion itself doesn't meet current standards. When Bedford Borough Council assessed its licensing position, around 60% of the licences it had issued were for s257 properties: older flat conversions, many requiring substantial upgrading.

That matters enormously for asbestos, and here's why.

A conversion is not a repair. Converting a Victorian or Edwardian house into three or four flats means new partition walls, new fire separation between units, new ceilings, boxing-in for services, new heating, and fire-rated linings on doors and around escape routes. All of that was structural intervention — and if it happened between roughly 1950 and 1985, the material of choice for fire protection was asbestos insulating board.

So the building itself might be from 1890 and contain no original asbestos whatsoever. The conversion that turned it into flats in 1974 is a different matter entirely. The AIB is behind the fire doors, in the ceiling voids, boxing in the risers — exactly where a landlord bringing a property up to licensing standard is going to be working.

It is a legal requirement under Regulation 5 of the Control of Asbestos Regulations 2012, and the areas the licensing works will touch are the exact areas most likely to hold asbestos.

Almost certainly, yes. If the building predates 2000 and the work will disturb the fabric — fire separation, ceilings, boxing-in, doors, service risers — a refurbishment survey covering those areas is a legal requirement under Regulation 5 before work starts. It's also the practical answer: those are the areas where conversion-era asbestos insulating board tends to be, and finding it mid-job is far more disruptive and expensive than finding it beforehand.

My house is a Victorian terrace. Isn't it too old to contain asbestos?

The original 1890s fabric won't, but Bedford's terraces have been through a century of alterations, and a great many were converted into flats during the asbestos era. Build date tells you very little. Conversion and refurbishment history tells you almost everything.

We own ex-brickworks-era housing. What should we expect?

Property built through the 1950s to 1970s expansion typically has several candidate materials: textured coatings on ceilings, vinyl floor tiles with bitumen adhesive, asbestos cement in outbuildings, garages and soffits, and AIB around boilers and airing cupboards. None of it is necessarily dangerous. All of it is worth locating before you start work.

Do I need a survey before a kitchen, bathroom or boiler replacement?

If the property was built or refurbished before 2000, yes — a refurbishment survey covering the affected areas. Any competent contractor will ask for it before starting.
