What we do in Huntingdon

Huntingdon's town centre is largely Georgian — it prospered in the eighteenth century as a coaching stop on the turnpike road north from London, and much of what you see on the High Street dates from then. Then the railway arrived in 1850 and the Victorian era brought schools, houses, the workhouse and Trinity Church.

None of that is where the asbestos is.

The asbestos arrived with what came next. The Town Development Act 1952 set up an agreement to take housing overspill from London, and building on the Oxmoor estate began in 1960. It was laid out by the Greater London County Council on Radburn principles — spine roads, cul-de-sacs, parking courts at the rear, pedestrian paths running through open space — across a 119-hectare site north of the town centre.

The scale of what followed is the thing worth understanding. Huntingdon's population went from 6,500 in 1961 to 15,000 in 1974. It more than doubled in thirteen years, and the pressure that put on local roads was severe enough that a bypass finally opened in 1975.

Those thirteen years sit almost exactly on top of the peak period for asbestos in British housebuilding. Asbestos insulating board, asbestos cement, textured coatings, vinyl floor tiles with bitumen adhesive, boiler and pipe insulation — all standard specification, all installed at volume, all still there in a great many Huntingdon properties today.

If your house is on Oxmoor, Sapley, Hartford or any of the 1960s and 1970s expansion, the sensible starting assumption is that asbestos-containing materials are present somewhere. Not that they're dangerous — most are perfectly safe left alone — but that you should know where they are before anyone starts work.

Ex-social housing and the missing paperwork

A particular Huntingdon situation worth flagging. A large share of the overspill housing was built as council stock, much of it later transferred to housing associations, and a great deal of it has since been sold into private ownership through Right to Buy and onward sales.

That matters practically. When a property was in social ownership it may well have had an asbestos register and a management survey, held by the landlord. When it sold, that paperwork very often didn't follow. New owners frequently have no idea whether their house has ever been surveyed, and no way of finding out.

If you've bought an ex-council property in Huntingdon and you're planning to open up a ceiling, replace a boiler, take out a kitchen or convert a loft — that's a refurbishment survey, and it's a legal requirement before the work starts, not a nice-to-have afterwards.

Alconbury Weald and the new-build picture

North of the town, Alconbury Weald is being developed on the former RAF Alconbury airfield — a 1,400-acre site eventually delivering around 6,500 homes plus schools, employment space and a proposed new station on the East Coast Main Line. Over a thousand families already live there.

The new homes themselves are post-2000 and won't contain asbestos. But the site context is worth knowing: RAF Alconbury was an active airbase from 1938 until flying ceased in 1995, and military estate of that vintage — hangars, workshops, technical buildings, hardened structures — is exactly the sort of stock where asbestos was used heavily. Where existing structures are being converted or demolished rather than built around, survey work is a legal requirement under Regulation 5 before anything is disturbed.

There may well have been one held by the council or housing association, but it very rarely transfers with the sale. Ask the vendor and ask the current landlord if any of the estate is still in social ownership — occasionally you'll get lucky. If not, assume nothing exists and get a survey before any work. It's a small cost against the alternative.

My house is on Oxmoor. Should I assume there's asbestos?

Assume it's possible, yes. Oxmoor was built from 1960 onwards, straight through the peak asbestos period. That isn't cause for alarm — material in good condition and left undisturbed is generally not a risk. It becomes one when it's damaged or drilled into by someone who didn't know it was there.

Do I need a survey before a kitchen, bathroom or boiler replacement?

If the property was built or refurbished before 2000, yes — a refurbishment survey covering the areas the work will affect. This is a legal requirement under Regulation 5 of the Control of Asbestos Regulations 2012, and any competent contractor will ask for it before starting.
