What we do in Cambridge
The city's residential stock is dominated by Victorian and Edwardian terraces — the streets running off Mill Road through Romsey and Petersfield, the villas of Newnham and Chesterton, the grid of De Freville. Those houses predate asbestos use in British construction entirely. On paper, that sounds reassuring.
It isn't, and here's why. Almost none of those properties are in the condition they were built in. They've been through a century of rewiring, reroofing, central heating installation, kitchen and bathroom refits, loft conversions and — in enormous numbers around Mill Road and the station — subdivision into flats and shared houses. Every one of those interventions happened at some point between 1900 and 2000, and a great many happened in the decades when asbestos was the default answer to insulation, fire protection and finishing.
So what we find in a Cambridge terrace is rarely original fabric. It's an asbestos insulating board panel boxing in a 1970s boiler flue. Artex on a ceiling skimmed in 1982. AIB linings behind a fire door installed when the house was converted into three bedsits. Bitumen adhesive under vinyl tiles in a kitchen redone in 1975.
That layering is the thing that catches people out, because it isn't predictable from the build date. A 1890s house can hold considerably more asbestos than a 1990s one.gh "largely" is doing some work in that sentence, because anything completed before 2000 still warrants a look.
Cambridge Science Park opened in 1970. Much of the collegiate and university estate expanded hard through the same period. Those buildings are now hitting the age where they get stripped back and refitted for new tenants — and they were built when asbestos insulating board, sprayed coatings, pipe lagging and asbestos cement were standard in exactly the kind of plant rooms, risers and service voids that a lab fit-out cuts straight through.
If you're managing a refurbishment on a 1970s or 1980s Cambridge research building, you need a proper R&D survey before anyone touches it. We do this work, and we do it without a removal division waiting for the results.

Getting to you
My house is a Victorian terrace. Surely it's too old to contain asbestos?
This is the most common misconception we hear in Cambridge, and it's backwards. The original 1890s fabric won't contain asbestos, but the century of alterations since almost certainly might. Boiler flues, artex ceilings, floor tile adhesive, fire-door linings and boxing-in are all typical finds in period Cambridge houses. Build date tells you very little; refurbishment history tells you almost everything.

I'm a Cambridge landlord — what are my asbestos obligations?
Under Regulation 4 of the Control of Asbestos Regulations 2012 — the duty to manage — you're responsible for managing asbestos risk in the common parts of HMOs and any non-domestic premises you're responsible for maintaining. That duty exists regardless of licensing or planning status.
On licensing specifically, Cambridge is currently lighter-touch than some comparable cities. HMOs with five or more occupants require licensing, and the councils are considering introducing an Article 4 Direction that would require planning permission for changes of use between residential and HMO use in particular locations — a policy drafted so it would extend to smaller HMOs if enacted. That's under consideration through the draft Greater Cambridge Local Plan rather than in force, so worth watching if you hold HMO stock in the city.
