Peterborough was designated a New Town in 1967. The Development Corporation formed the following year, and from 1970 onwards it built three whole townships from scratch — Bretton first, then Werrington, then Orton — with the aim of roughly doubling a population of 81,000.
That timing matters more than almost anything else when it comes to asbestos.
Bretton and Werrington went up through the 1970s, right in the middle of the period when asbestos insulating board, textured coatings, asbestos cement and vinyl floor tiles were standard specification. Not unusual. Standard. If you own a house in Bretton built in 1973, the question isn't really whether asbestos-containing materials were used — it's where they are and what condition they're in.
Orton is a slightly different picture. Much of it is mixed public and private housing from the 1980s, which puts it after the 1985 ban on amosite and crocidolite but well before the full 1999 ban on white asbestos. Asbestos insulating board is less likely there. Cement products, textured coatings and floor tiles are still very much in play.
Then there's everything the New Town was built around. Peterborough grew hard in the 19th century as a railway town on what became the East Coast Main Line, and the Victorian terraces from that era have typically been through several rounds of refurbishment — which is exactly how asbestos gets buried behind later work, and exactly why a management survey often turns up things nobody expected.
Newer areas like Hampton, developed from the 1990s onwards, are largely clear. Though "largely" is doing some work in that sentence, because anything completed before 2000 still warrants a look.

I'm a Peterborough landlord — does the new HMO licensing scheme affect my asbestos obligations?
Indirectly, and it's worth understanding how. Peterborough City Council's city-wide Additional HMO Licensing scheme came into force on 26 January 2026 and runs to January 2031. It extends licensing to HMOs occupied by three or four unrelated people, not just five or more, and the council estimates it covers around 2,000 properties that previously needed no licence. The fee is £1,100 for five years, and operating an unlicensed HMO can attract a civil penalty of up to £30,000.
The licence conditions themselves are about management standards and safety. Your asbestos duty sits separately, under Regulation 4 of the Control of Asbestos Regulations 2012 — the duty to manage — which applies to the common parts of HMOs regardless of licensing. But if you're going through a licence application anyway, and your property predates 2000, it's a sensible moment to get a register in place. Considerably more comfortable than being asked for one you haven't got.
