My house is a Victorian terrace. Surely it's too old to contain asbestos?
This is the most common misconception we hear in Cambridge, and it's backwards. The original 1890s fabric won't contain asbestos, but the century of alterations since almost certainly might. Boiler flues, artex ceilings, floor tile adhesive, fire-door linings and boxing-in are all typical finds in period Cambridge houses. Build date tells you very little; refurbishment history tells you almost everything.

Which survey do I need?

I'm a Peterborough landlord — does the new HMO licensing scheme affect my asbestos obligations?
Indirectly, and it's worth understanding how. Peterborough City Council's city-wide Additional HMO Licensing scheme came into force on 26 January 2026 and runs to January 2031. It extends licensing to HMOs occupied by three or four unrelated people, not just five or more, and the council estimates it covers around 2,000 properties that previously needed no licence. The fee is £1,100 for five years, and operating an unlicensed HMO can attract a civil penalty of up to £30,000.
The licence conditions themselves are about management standards and safety. Your asbestos duty sits separately, under Regulation 4 of the Control of Asbestos Regulations 2012 — the duty to manage — which applies to the common parts of HMOs regardless of licensing. But if you're going through a licence application anyway, and your property predates 2000, it's a sensible moment to get a register in place. Considerably more comfortable than being asked for one you haven't got.
